1、改革开放是人心所向，大势所趋。

Reform and opening-up accords with the will of the people and the general trend of the  time.

2、改革开放就是要顺利解决人民群众不断增长的物质文化需求同落后的社会生产力的矛盾。

   The purpose of adopting the policy of reform and opening-up is to successfully solve the contradiction between the increasing material and cultural demands of the people and the backward social productive forces.

3、对于中国政府来说，解决13亿人口的温饱问题是最最重要的任务。

   The most important task of the Chinese government is to solve the problem of feeding and clothing a population of 1.3 billion.

4、发展是硬道理，是解决经济问题的关键。

   Development is the absolute principle and the key to solve       economic problems.

5、在推进现代化过程中，我们要培育统一开放，竞争有序的市场体系。

   In our modernization drive, we should cultivate a unified and open market system with orderly competition.

6、我们做任何事都要因地制宜，因时制宜，因事制宜，因人制宜。

   In everything we do , we must suit our measures to different  conditions in terms of locality, time, issue and people concerned.

7、在大力发展第三产业的同时，要进一步稳定和加强农业的基础地位。

   While striving to develop the tertiary industry, we should further stabilize and strengthen agriculture as the foundation of the economy.

8、要搞活国有大中型企业，必须转换他们的经营机制。

   To transform the operating mechanism of large and medium-sized state-owned enterprises is a must for their revitalization.

9、要改善国有企业资产负债结构只有通过发行债务来融资。

   The only way to improve the asset-liability ratios of state-owned enterprises is to raise capital by issuing bonds.

10、宜于实行股份制的国有大中型企业，要利用股票市场，抓紧进行股份制改革。

    Large and medium-sized state-owned enterprises to which the stockholding system is applicable should make use of the stock market and quickly implement stockholding system reforms.
